MESSAGE ON THE INTERNATIONAL DAY AGAINST DRUG ABUSE AND ILLICIT TRAFFICKING 26 June 2002 올해 세계마약퇴치의 날 주제는 “물질남용과 HIV/AIDS”입니다. 약물 주사 사용은 아시아, 라틴 아메리카, 동유럽의 많은 국가에서 HIV/AIDS 감염의 주요 방법입니다. 전세계 HIV 감염의 5-10%가 약물 주사 사용으로 인한 것입니다. 약물 주사 사용자들이 보통 긴밀한 조직망으로 연계되어 있고 주사기를 함께 사용하기 때문에 약물주사 사용은 HIV 바이러스를 확산시키는 확실한 방법입니다. The theme of this year's International Day against drug abuse and illicit trafficking is "Substance abuse and HIV/AIDS". Injecting drug use is the main mode of transmission of HIV/AIDS in many countries in Asia, Latin America and Eastern Europe. It is estimated that between 5 and 10 per cent of global HIV infections are a result of injecting drug use - an exceptionally potent way of spreading the virus since injecting drug users are often linked in tight networks and commonly share injecting equipment.
UNAIDS의 파트너 기관으로서 유엔마약통제본부(UNDCP)는 HIV/AIDS를 퇴치하는 공동의 전략에서 중요한 역할을 하고 있습니다. 예를 들어, UNDCP는 브라질과 동유럽에서 정맥 약물 사용(정맥주사)과 HIV/AIDS와의 연계성 그리고 약물 남용 없는 건강한 삶의 유익성에 대해 가장 취약한 집단에게 교육하는 홍보 최일선에서 일하고 있습니다. The work of the United Nations International Drug Control Programme (UNDCP) as a partner agency with UNAIDS is an important part of the common strategy to fight the HIV/AIDS epidemic. In Brazil and in Eastern Europe, for instance, UNDCP is working on the frontline of campaigns to educate the most vulnerable about the link between intravenous drug use and HIV/AIDS, and the benefits of living a healthy life, free from drugs.
HIV/AIDS를 예방하고 약물남용과 밀거래를 차단하는 것은 공중보건 관심사 이상의 문제입니다. HIV/AIDS는 사회 전반에 미치고 있습니다. 무엇보다도 이것은 모든 감염된 국가와 지역에 적용할 수 있는 비극으로, 청소년들에게 영향을 크게 미치고 있는데 인생의 황금시기에 기술을 연마하고 교육을 받는 수준을 떨어뜨리고 있습니다. 예방은 정치적 리더쉽, 학교와 직장에서의 홍보활동, 그리고 종교와 지역사회 지도자를 포함해 사회 전 부문의 참여를 필요로 합니다. 또한 빈곤을 퇴치하고 HIV/AIDS 환자라는 낙인을 철폐하며 이들이 사회 핵심 서비스에 접근할 수 있도록 하는 조치가 긴급히 요구되고 있습니다. Preventing HIV/AIDS and stopping drug abuse and trafficking are more than public health concerns. HIV/AIDS touches every part of society. Above all, it affects the young disproportionately, decimating the ranks of the skilled and educated during their prime years, with tragic implications for every affected country and region. Prevention requires political leadership, information and public awareness campaigns in schools and in the workplace, and the mobilization and involvement of all sectors of society, including religious and community leaders. It also requires urgent action to alleviate poverty, reduce stigma and ensure access to essential social services for all.
4년전 특별총회에서 UN 회원국들은 약물남용과 밀거래를 퇴치하기 위한 강력한 행동계획을 추진하였습니다. 그리고 지난해 HIV/AIDS에 대한 특별회의에서 회원국들은 특히 취약계층에게 HIV를 감염시키는 요소로서 약물 주사사용을 환기시키는 정책과 프로그램을 설치하도록 하였습니다. 세계마약퇴치의 날에, 우리는 약물 없는 세상을 향해 이 약속을 지키고 함께 나아갑시다. 이렇게 함으로써 우리는 세계지도자들이 2000년 9월 밀레니엄 정상회담에서 2015년까지 HIV/AIDS 확산을 차단하여 하향곡선으로 향하도록 하겠다고 재확인했던 또 하나의 약속을 진척시키도록 해야 할 것입니다. At a Special Session of the General Assembly four years ago, Member States of the United Nations committed themselves to a vigorous plan of action to combat drug abuse and trafficking. And last year, at the Special Session on HIV/AIDS, they pledged to establish policies and programmes to address injecting drug use as a factor making individuals especially vulnerable to HIV infection. On this International Day, let us resolve to keep these promises and work together towards a world free from drugs. In doing so, we will also do much to advance another promise that world leaders reaffirmed at the Millennium Summit in September 2000: to halt and begin to reverse the spread of HIV/AIDS by the year 2015. |
