 2003 세계마약퇴치의 날에 대한 UN 사무총장 코피 아난의 메세지


 

올해 세계 마약퇴치의 날의 주제는 “약물남용 함께 이야기합시다”입니다. 이는 약물남용과 관련된 문제를 해결하기 위한 최선의 시작점을 의미하는 것입니다. 즉 약물남용의 존재를 인정하고 이에 대해 솔직하게 이야기하자는 것입니다. 지금 전 세계에는 2억 명의 인구가 불법 약물을 사용한다고 합니다. 다시 말하면 14세 이상 지구 인구의 4.7%가 불법 약물을 사용한다는 것으로 매우 놀라운 숫자입니다.

 

약물남용의 폐해는 사용자 개개인에 한정되지 않습니다. 약물남용은 우리 사회에 HIV의 확산을 비롯한 보건, 사회적, 경제적으로 해아릴 수 없이 수많은 폐해를 야기합니다.

 

“약물남용 함께 이야기합시다”는 가정에서, 학교에서, 친구들끼리, 그리고 교사와 지역사회가 약물남용에 대해 이제는 서로 솔직히 이야기 해야함을 의미하며 약물남용은 더 이상 남의 이야기가 아닌 우리의 문제라는 것을 인정하는 것이며, 약물남용 문제를 막기 위한 일을 해야하는 책임감을 가져야 한다는 것입니다.

 

약물남용으로부터 우리의 자녀들을 보고하는 가장 중요한 요소는 자녀와 자주 대화하고 그들을 늘 관심의 중심에 놓는 부모라는 연구결과가 나왔습니다. 지금 현재 전 세계에는 부모의 관심을 받지 못하는 많은 어린이들이 있습니다. 우리 모두는 우리의 미래인 이 어린이들에게 책임을 갖고 관심과 사랑을 쏟아야 합니다.

 

약물남용은 더 이상 잠재되어 있는 문제의 결과가 아니라 광범위한 해악의 증상입니다. 따라서 약물남용은 이제 쉬쉬해서 될 일이 아니라 숨겨져 있는 원인들에 대해 토론하고 함께 이야기 하는 것이 중요합니다.

 

“약물남용 함께 이야기합시다”는 약물의존자들의 문제를 악화시키는 침묵, 오명, 배타를 깨뜨리는 유일한 길입니다. 우리가 약물남용 문제를 일찍 해결하기 위해 노력하고, 약물남용 문제가 만성적인 상태로 진행되지 못하도록 하고자 한다면 이제는 함께 솔직하게 이야기 해야 합니다.

 

2003 세계마약퇴치의 날은 우리 모두가 한편이 되어 약물남용에 뜻을 모아야 하는 시발점이 되어야 합니다. 국제연합은 마약퇴치에 참여하고 있는 여러분을 환영하고 여러분들의 노고에 감사를 표합니다. UN 마약과 범죄 청(UN Office on Drugs and Crime)의 마약통제본부는 “약물남용 함께 이야기합시다”를 이끌어나갈 수 있는 막대한 정보를 www.unodc.org에 담아놓고 있습니다.

MESSAGE ON THE INTERNATIONAL DAY AGAINST DRUG ABUSE

AND ILLICIT TRAFFICKING

The theme for this year's International Day Against Drug Abuse and Illicit Trafficking, "Let's talk about drugs", sums up the best starting point for tackling any problem: recognizing that it exists and speaking openly about it. An estimated 200 million people worldwide use illicit drugs. That translates into 4.7 per cent of the global population aged over 14. Those figures are alarming enough in themselves. But the effects of drug abuse go

far beyond the individuals concerned and cause incalculable harm to society in health, social and economic terms -- including the spread of HIV.

 

"Let's talk about drugs" underlines the need for children, families, peers, teachers and communities to talk about drug abuse, admit that it is a problem, and take responsibility for doing something about it.  The support of caring and listening parents has proven to be one of the most important protective factors against drug abuse.  But for the many young people around the world who do not have the advantage of a supportive home environment, we all have a special responsibility.

 

Drug abuse is often a result of underlying problems or a symptom of a broader malaise.  It is therefore important to talk about addressing the potential causes, and not just the abuse in isolation. Talking about drugs is the only way to break the silence, stigma and exclusion that surround people who are drug-dependent, and that only make the problem worse. Talking

openly is also essential if we are to tackle the problem early and avoid it becoming a chronic condition.

 

Today's International Day Against Drug Abuse is a reminder to all of us to play our part. The United Nations is here to assist you in this fight. The drug programme of the UN Office on Drugs and Crime has a vast amount of useful information available at www.unodc.org to help us all talk about drugs.
