팔레모 선언
고대 문명의 중심지 중의 하나였던 시실리는 오늘날 미래의 문명을 보호하는 데 가장 열정적으로 하고 있습니다.
시실리는 많은 문화의 교차로에 늘 있어왔습니다. 따라서 이번 제3차 약물남용예방국제화의가 개최된 시실리에 가장 중요한 문화- 삶의 문화를 제기하기 위해 전세계의 많은 문화들이 함께 모였습니다.
우리 모두가 불법 약물의 사용과 합법 약물의남용으로부터 자유롭게 사른 삶을 목포로 하고 있습니다. 일부는 이것이 꿈이라고 합니다만 어느누고도 이꿈을 방해할 수 없으며 이 꿈이 현실이 되도록 희망, 확신, 용기와 힘을 갖고 행동합시다.
이 회의는 1999년 제2차 회의의 결론으로 제시했던 방콕 선언의 보증을 새롭게 하는 것입니다.
72개국의 500명 이상의 심사숙고로 명료한 원칙과 메시지가 만들어졌습니다:
- 우리는 3개의 약물정책을 지지한다: 예방, 치료, 법집행
- 우리는 마약없는 삶을 촉진하는 것을 의미하는 약물예방이 모든 약물 정책과 전략의 최고의 요소여야 한다고 결론을 내린다
- 우리는 약물없는 삶의 통로로서 약물개입과 치료가 중요하게 이바지함을 인식한다.
- 우리는 법집행이 약물사용 감소에 중요한 보완적 역할을 함을 인식한다.
- 우리는 불법약물을 사용하지 않고 합법 약물을 남용하지 않는 것을 지지한다.
- 우리는 약물의 합법화를 위한 모든 노력을 거부한다.
- 우리는 약물 사용을 예방하고 사회에서 약물의 구입가능성을 제한하는 법률과 정책을 지지한다.
- 우리는 기존의 유엔 마약과 향정신물질 협약을지지하고 이 협약을 정부들이 따르는 것을 기대한다.
- 우리는 마약과 향정신성 물질과 관련한 모든 연구, 실행과 평가에서 적절한 과학적 기준과 윤리를 확립하는 것을 지지한다.
- 우리는 소위 "히로움 감소/해로움 최소화' 이데올로지와 실행과같은 계속적으로 약물을 사용하도록 용기를 주거나 사용할 수 있도록 하는 전략이나 정책을 반대한다.
- 우리는 모든 형태로 지역사회에 힘을 실어주도록 도움을 줌으로서 전세계 예방노력을 지지하는 것을 맹세한다:가족, 학교와 대학, 직장, 시민단체, 종교단체, 기업, 대중매체 등. 지역사회는 자신의 운명을 통제하기 위해 지식과 기술을 제공받아야 한다.
- 우리는 능동적인 해결의 한 부분으로 예방과정에 청소년의 참여를 맹세한다; 중요한 예방목표로 청소년이 다른 청소년을 지도하고 가르침.
- 우리는 국가적, 지역적, 전세계적 수준에서 지역사회의 동맹을 개발하고 지속하는 핵심으로 자발적 참여(voluntarism)를 인식하며 자발적 참여가 증가되도록 용기를 준다.
- 우리는 지속적인 정보교환을 지지하고 전세계와 지역적 인터넷 기술과 그밖의 커뮤니케이션 방식의 완전한 유용에 혼신을 다한다.
- 우리는 훈련과 특히 본 회의의 권고사항의 모든 관련된 이슈에 대한 단합된 행동을 촉진하고 예방단체에 도달하는 전세계 네트워크망을 개발하는데 혼신을 다한다.
우리는 전세계 모든 어린이와 미래 세대에게 이 선언을 바친다.
PALERMO DECLARATION
Sicily, one of the ancient centers of civilization, is today involved in a most vital way in protecting the civilization of the future.
Sicily has always been a crossroad and location of many cultures. It is therefore most appropriate that so many cultures from around the world gather in Sicily at this Third Global Conference on Drug Abuse Prevention to address the most important culture the culture of life.
We have the goal of a life for all that is free from the use of illegal drugs and the abuse of legal drugs. Some say that this is a dream, but no one can forbid us to dream and therefore to act as with the hope, conviction, courage and strength to make this dream a reality.
This Conference renews its endorsement of the Bangkok Declaration issued at the conclusion of the Second Global Conference in 1999.
From the deliberations of more than 500 delegates from 72 nations, certain clear principles and messages emerged:
· We support the three pillars of drug policy: prevention, treatment and enforcement/interdiction. · We conclude that drug prevention, meaning the promotion of life without drug abuse, should be the governing point of all drug strategies and policies. · We recognize the important contributions of drug intervention and treatment as the path to a drug free life. · We recognize that interdiction and enforcement play an important complementary role in reducing drug use. · We support no use of illegal drugs and no abuse of legal drugs. · We reject all efforts to legalize drugs. · We support laws and policies aimed at preventing drug use and restricting the availability of drugs in the society. · We support existing United Nations Conventions on narcotic drugs and psychotropic substances and expect governments to comply with these. · We support the upholding of proper scientific standards and ethics in all research, practices and evaluations related narcotic drugs and psychotropic substances. · We oppose any strategies or policies which encourage or enable continuous drug use, such as so called “harm reduction/harm minimization” ideologies and practices. · We pledge to assist prevention efforts worldwide through helping to empower the community in all its forms: The family, schools and universities, workplace, the social arena, civic alliances, religious organizations, businesses, media and others. Communities must be given the knowledge and skills to take control of their own destiny. · We pledge to involve youth in the prevention process as an active part of the solution; youth guiding and mentoring other youth as an important prevention goal. · We recognize the necessity of and encourage increased voluntarism as critical to the development and sustainability of community coalitions at the national, regional and international levels. · We pledge commitment to assisting on-going exchange of information and to the fullest utilization of global and regional INTERNET technology and other forms of communications. · We pledge commitment to the development of a worldwide networking mechanism reaching prevention groups and facilitating unity of action on all relevant issues including training and especially in the implementation of the recommendations of this conference.
We dedicate this Declaration to all the children of the world and future generations.
